ثالثا : المواصفات الفنية

Technical Specifications

 

Introduction:

Zakat House intend to upgrade the IP CCTV existing system by partially replacing some of existing components by new components that match the latest technology in the IP CCTV field, including the technical specifications for the IP Cameras, NVR storage systems, the Hard Disks, the management Software application & Small PoE network switches. These new components IP CCTV System must ensure full integration with each other’s and with Zakat House infrastructure Network (i.e.  Switches, routers, security appliances … etc) and must have no conflict with it.

Following are the required technical specifications for both the bidder & the IP CCTV System.

 

  1. General Requirements:

     

  2. Service Level Agreement:
  • The bidder must offer complete solution for high-definition video encoding, recording, and display, designed as an end-to-end system for the demands of professional IP video securityand the CCTV equipment, including IP cameras, NVR and switch should be same brand or manufacturer.
  • The IP CCTV System must be of manufacturer’s official product line, designed for commercial/industrial 24/7/365 use.
  • The IP CCTV System must be based upon standard components and proven technology using open and published protocols.
  • All camera installation, configuration, setup, program and related works ( i.e. network cabling, civil & electrical works ) must be performed by IT technicians thoroughly trained and certified by the manufacturer in the installation and service of the equipment provided ( certifications must be submitted ).
  • All equipment provided must be backed by a minimum of three years manufacturer warranty.
  • The specified unit must be manufactured in accordance with ISO 9001 / EN 29001.
  • The specified unit must be manufactured in accordance with ISO 14000 and OHSAS 18001.
  • The camera must meet relevant parts of the following video standards:
    • SMPTE 296M (HDTV 720p)
    • SMPTE 274M (HDTV 1080p)
  • The camera must meet the following video compression standards:
    • ISO/IEC 14496-10 AVC (H.264) & H.265
  • The camera must meet the following networking standards:
    • IEEE 802.3af (Power over Ethernet)
    • IEEE 802.1X (Authentication)
    • IPv4 (RFC 791)
    • IPv6 (RFC 2460)

III. Indoor Cameras

 

  • The camera must be manufactured with a tamper-resistant casing and metal encapsulated electronics.
  • The camera must be equipped with a progressive scan megapixel sensor, a varifocal lens with automated iris functionality and remote zoom and focus capabilities, 120 dB Wide Dynamic Range, so called Day/Night functionality and must provide images down to 0.005 lux in day mode and 0.001 lux in night mode.
  • The camera must be equipped with a 10BASE-T/100BASE-TX &1000BASE-TX Ethernet-port, and must include support for Power over Ethernet according to IEEE 802.3af.
  • The camera must provide individually configured simultaneous Motion JPEG and H.264 video streams, and must support video of 2560x1920 resolutions in 30 frames per second.
  • The H.264 implementation must include both unicast and multicast functionality and support Constant Bit Rate (CBR) as well as Variable Bit Rate (VBR).
  • The camera must be fitted with built-in microphone, Line In and Line Out interfaces, provide full duplex audio, and must support AAC, G.711 or G.726 compression.
  • The camera must be equipped with one digital (alarm) input and one digital output, and must also be able to trigger its embedded event functionality based on camera tampering alarm, detection of video motion or audio, or when the local storage is full.
  • Possible response to a trigged event must include remote notification, incl. image upload, and activation of output and recording to local storage.
  • The camera must be equipped with a video buffer for saving pre- and post-alarm images and must have a SD/SDHC card slot to support local storage of video.
  • The camera must feature overlay text ability, that includes date and time synchronized using an NTP server. Furthermore, it must have the ability to apply a graphical image as an overlay and a privacy mask in the video stream.
  • The camera must support both static IP addresses and addresses from a DHCP-server, and must support both IPv4 and IPv6. The camera must incorporate support for Quality of Service (QoS).
  • For secure access to the camera as well as provided content, the camera must support HTTPS, SSL/TLS and IEEE802.1X authentication. The camera must also support IP address filtering and include at least three different levels of password security.
  • The cameras must contain a built-in web server making video and configuration available in a standard browser environment using HTTP and must also be fully supported by open and published API (Application Programmers Interface) providing necessary information for integration of functionality into third party applications.
  • The camera must be manufactured with an outdoor ready IP67-rated metal casing and must operate between -30 to +60°C, also when powered using Power over Ethernet.
