أولاً : الشروط الخاصة

 

  1. يشترط في الممارس المشارك في هذه الممارسة أن يكون حاصل على شهادة ISO9001 وكذلك شهادة ISO27001 الصادرة من منظمة المقاييس والجودة العالمية.

     

  2. يشترط في الممارس المشارك أن يكون لديه شراكة ذهبية مع الشركة المصنعة لأجهزة الشبكة المذكورة في (البند ثالثاً: جدول الكميات) (Gold Partnership).

     

  3. هذه الممارسة قابلة للتجزئة، وهي تتكون من جزئين رئيسيين كما هو مذكور (في البند ثانياً: المواصفات الفنية، والبند ثالثاً: جداول الكميات).

     

  4. يشترط في أعضاء الفريق الفني التابع للممارس والذي سيقوم بإنجاز الأعمال المطلوبة في الممارسة (البند ثانياً: المواصفات الفنية) يشترط أن يكون معتمدين (Certified) من الشركة المصنعة للعمل على البرامج والاجهزة المذكورة في هذه الممارسة.

     

  5. يجب على الممارس الفائز اصلاح العطل في الشبكة أو في اي من الاجهزة المذكورة في البند (ثالثاً: جدول الكميات) على أن يلتزم بالشروط المذكورة في اتفاقية مستوى الخدمة (Service Level Agreement SLA) المذكورة في البند (ثانياً: المواصفات الفنية).

     

  6. في حالة تعذر اصلاح العطل في اي من الاجهزة المذكورة في البند ثالثاً: جدول الكميات، فإن الممارس الفائز يلتزم باستبداله بجهاز آخر بنفس المواصفات لحين اصلاح العطل في الجهاز الاصلي.

     

  7. يجب على فنيي الممارس الفائز القيام بعمل صيانة وقائية (PM) لكل الاجهزة المذكورة في الممارسة (الجزء الأول)، وتكون هذه الصيانة بصفة دورية كل شهر، يقوم بعدها فريق الصيانة التابع للممارس بتقديم تقرير فني مفصل عن المشاكل التي وجدت في الاجهزة وكيفية حلها، وتقديم دراسات حول كيفية تطوير العمل في مجال الشبكات في بيت الزكاة.

     

  8. في حال التعاقد فان أسلوب الدفع سيكون أربعة دفعات ربع سنوية (كل ثلاثة أشهر) على أن يقدم الممارس الفائز فاتورة بمبلغ كل دفعة يقوم بيت الزكاة بالتوقيع عليها، ويحق لبيت الزكاة خصم أي مبلغ يراه مناسبا في حالة اخلال الشركة الفائزة ببنود العقد الخاص بهذه الممارسة بين بيت الزكاة والشركة الفائزة.

     

  9. مدة هذه الممارسة:
  • سنة واحدة بالنسبة للجزء الأول وتشمل جميع المواد المذكورة في (البند ثالثاً: جدول الكميات – الجزء الأول)
  • ثلاث سنوات ضمان (كفالة) للأجهزة المطلوبة في (البند ثالثاً: جداول الكميات - الجزء الثاني) للممارسة ويجب أن تكون اعمال التحديث والصيانة شاملة لجميع البرامج وأنظمة التشغيل الخاصة بهذه الاجهزة، بما في ذلك أي تحديث كلي أو جزئي (Major or Minor Update).

     

  1. إذا وجدت المواد غير مطابقة للشروط المتفق عليها والمواصفات المطلوبة رفض قبولها وعلى المتعهد أن يستردها فورا، فإذا تأخر في ذلك حق لبيت الزكاة إيداعها أحد الأماكن المعدة لذلك على حساب المورد وإذا لم يقم بسحب المواد المرفوضة خلال أسبوع من إخطاره لا يكون بيت الزكاة مسئولا عما يصيبها من فقد أو نقص أو تلف وله حق التصرف فيها دون أدنى مسئولية على بيت الزكاة.

     

  2. إذا تم رفض بعض أو كل المواد الموردة كان لبيت الزكاة الخيار في كل أو بعض مما يلي:
  • أ‌-أن يلزم المورد بتوريد مواد مطابقة لمواصفات المواد المتعاقد عليها بدلا من المواد المرفوضة على أن يكون توريدها خلال مدة التوريد المتفق عليها.

     

  • ب‌-أن يطبق غرامة التأخير المنصوص عليها في شروط هذه الممارسة إذا ما تجاوز توريد مواد مطابقة للمواصفات بدلا من المواد المرفوضة مدة التوريد المتفق عليها.

     

  • ت‌-
  • ث‌-
  • ج‌-أو يشتري تلك المواد المرفوضة على حساب المورد إذا ما عجز عن توريد مواد مطابقة للمواد المتفق عليها وذلك بالطريقة التي يراها مع الرجوع عليه بما يترتب على ذلك من زيادة في الثمن فضلا عن تحمل المورد لغرامات التأخير ولنسبة (15%) كمصاريف إدارية من قيمة المواد المرفوضة وأية تعويضات أخرى إذا كان لها مقتضى وذلك بغير حاجة لتنبيه أو إنذار أو اتخاذ أية إجراءات قضائية.

     

  1. غرامة التأخير: إذا تأخر المورد في توريد كل الكميات المطلوبة خلال المدة المتفق عليها كان لبيت الزكاة الحق أن يوقع عليه غرامة تأخير قدرها نصف في المائة عن كل يوم تأخير من قيمة المواد المتأخر توريدها بما لا يتجاوز 20% من قيمة العقد وتستحق هذه الغرامة بمجرد التأخير دون الحاجة إلى إنذار أو تنبيه وكذلك دون الحاجة لإثبات الضرر الذي يعتبر محققا في كل الحالات.

     

  2. يجب على الممارس المشارك إرفاق مرجع يبين أعمال ومشاريع سابقة وعملاء للشركة في دولة الكويت.

     

  3. يجب على الممارس المشارك إرفاق مرجع يبين أعمال ومشاريع داخل الكويت بنفس محتوى هذه الممارسة على أن تكون المشاريع السابقة بنفس الحجم أو أكبر وكذلك نفس نوعية المواد والخدمة.

     

  4. بعد الانتهاء من تقديم عروض الأسعار يمكن لبيت الزكاة دعوة كل أو بعض المشاركين ليقوموا بتقديم عرض لمركز نظم المعلومات يشرح فيه العرض المقدم وطريقة أدائه ومميزاته.

     

     

  5. الالتزام بتدريب من يحددهم بيت الزكاة من الكويتيين للقيام بالصيانة والدعم الفني وذلك وفقا لقرار مجلس الوزراء رقم (1985/2) وتعميم وزارة المالية (1985/1) و ذلك لمواجهة النقص في الكوادر الفنية.

 

 


ثانياً : المواصفات الفنية

 

Technical Specifications

 

Introduction:

 

Zakat House is seeking to engage with one of local Cisco Gold Partner to maintain Cisco network Devices. And purchasing  new data center Nexus switches. This tender contained two main parts as follows:

 

 

Part I:  MAINTENANCE: Maintaining Zakat House network devices for one year

Part II: Purchasing new data center Nexus  network switches with three years warranty

 

 

Scope of work:

 

  1. Provide Service and Support to all equipment given in the Bill Of Quantity table PART I.The Bidder is to replace the Hardware and Support 24/7 on all issues.

 

  1. The Bidder shall ensure that ZAKAT HOUSE’s network systems available in all sites shall be no less than 99.9% 24 hours. 7 days per week, 365 days per year basis.

 

  1. The Bidder must be certified from an internationally known body (ISO 9001-2000) and (ISO 27001) certified failure to provide such proof will disqualify The Bidder.
  2. The Bidder must be an authorized Partner (Gold Partnership). failure to provide such proof will disqualify The Bidder.

 

  1. The Bidder shall Conduct monthly Preventive Maintenance on all the equipment mentioned in the B.o.Q. PART I.in ZAKAT HOUSE Head Office and all its branches. The PM tasks shall include diagnostics, troubleshooting, configuration management, cleaning on the equipment spot ensure the equipment is running with the optimum performance condition. Also, it will include cable management and labeling of the devices and cables in all racks. After accomplishing P.M. the bidder technical team shall submit to ZAKAT HOUSE a report detailing the findings and the actions that has been taken to resolve it.
  2. The Bidder must provide customer hot-line services (via phone, fax, or email) with response time for questions based upon problem severity and priority as per Cisco guidelines. Such services must be made available 7 days a week, 24 hours a day. The Bidder shall specify a telephone number to be accessed outside working hours for contacting technical personnel in case of an emergency.

 

  1. The Bidder shall provide ZAKAT HOUSE with IOS upgrades, Software upgrades, bug fixes and patches free of cost.

 

  1. The Bidder shall notify ZAKAT HOUSE in advance about any bugs/required fixes and apply the necessary patches or software upgrade for the network equipment.

 

  1. The Bidder network analyst/designer shall visit the ZAKAT HOUSE premises and evaluate the Network infrastructure and provide a report with details on maintained checks and steps to be taken to make the network more reliable and secure, during each Preventive maintenance visit.

 

  1. The Bidder shall review ZAKAT HOUSE network structure to seal any security loopholes.

 

  1. The Bidder shall commit to rectify any network problem.

 

  1. The Bidder shall be responsible for the pickup and return of the equipment from and to all locations during the period of agreement.

 

  1. The Bidder must be will known in Kuwait as IT Company and registered with CTC as a network hardware/software supplier, failing to do so would lead to disqualification of the Bidder offer.

 

  1. The bidder should be Gold partner for the vendor (Certificate should be provided)
  2. The Bidder must have qualified staffs that are capable of installation and maintaining the network. The bidder must have at least three (3) engineers in Kuwait holding the highest Server & Network vendor certificates with minimum of 4 years' experience. All engineers must be on the bidder’s payroll at the time of bidding. Commitment letter to provide them after awarding will not be accepted and the bidder will be disqualified.

 

  1. The provided hardware and software must be purchased through the proper channels, and must be new, original and registered for the name of Zakat House
  2. With proper manufacturer support. The winning bidder must provide a letter from the manufacturer confirming the above.

 

  1. All related Maintenance works shall be carried out according to the methods approved by Zakat House.

 

  1. Bidder must provide documentary evidence in compliance with each of the above mentioned requirements. Failure to meet with any of these requirements on non-submission of any supportive documents on the day of bid submission would disqualify the Bidder and Zakat House reserves the right to disregard Bidder’s provision, after the closing of the bid.

 

  1. Provide 24x7 maintenance and technical services support for the complete ZAKAT HOUSE network infrastructure and the devices listed in the Bill Of Quantity table PART I. The contractor should provide, as part of his offer, all necessary details to conform the level of technical support provided, spares policy, SLA, and maintenance services etc. to maintain the complete Cisco equipment installed at various ZAKAT HOUSE sites. It will be the responsibility of the contractor to maintain the complete Cisco software and hardware as per the manufacturer recommendations and requirements of ZAKAT HOUSE. All maintenance, support and SLA conditions mentioned in this RFP will be applicable and should be adhered to.

 

 

  1. Any issues / problems arising due to a faulty or malfunctioning part should be solved by the bidder within the maximum acceptable interruption time and according to the SLA conditions mentioned below. It will be entirely contractor’s responsibility to replace the faulty part within the maximum acceptable interruption time while fulfilling the SLA conditions.

 

  1. The bidder should propose a draft Service Level Agreement with his offer. The bidder should include all the support, the service availability, spares stock, ticketing system, escalation procedures, maintenance type and details, services offered, maximum acceptable interruption time, conditions for workarounds or replacements and equipment guarantee etc. in the Service Level Agreement.

 

  1. The SLA should provide complete details on the maintenance and support services the bidder will offer and comply along with any penalties that should be applicable in case of any violations of any terms of the SLA or the contract.

 

  1. All critical tasks are the responsibility of the bidder throughout the period of the contract including: regular maintenance of the complete equipment, hardware firmware upgrades, software updates and patches, all major and minor version upgrades, integration with other systems, troubleshooting, availability and reliability of the complete system,

 

  1. In case of an incident(s) notification by telephone, email or by person the qualified network company shall respond to Zakat House  request based on the call severity, ZAKAT HOUSE  shall be able to prioritize the calls according to the severity of the problem as detailed below:

 

Service Level Agreement:

 

The Bidder must provide One YEAR (SLA) On ZAKAT HOUSE including Support and Maintenance of Cisco Products mentioned in Bill of Quantities - PART I of this tender as follows:

 

Severity 1:

The network, system or application in its entirety is down or there is a critical impact to the customer’s business operations. The bidder will commit full-time resources during contracted coverage hours to resolve the situation.

Severity 2:                     Operation of an existing network, system or application is severely degraded, or significant aspects of the customer’s business operation are negatively affected by inadequate performance.  For those manufacturers that provide 24x7 support for Severity 2 incidents, the bidder will commit full-time resources during contracted coverage hours to resolve the situation.

Severity 3:

Operational performance of the network, system or application is impaired while most business operations remain functional. The bidder is willing to commit resources during standard business hours to restore service to satisfactory levels.

Severity 4:

There is little or no impact on the customer’s business operations. The bidder is willing to provide resources during standard business hours to provide information or assistance as requested. Information requests, change requests and warranty claims are allocated this severity level.
